GOVERNANCE RULES - SAME AS ROUND 1

MAINTAINED means you stand by your original Round 1 position despite the
challenge. You must explain why the challenge does not change your assessment.

ACCEPTED means the challenge convinced you to change your position.

REJECTED means you are now rejecting a finding you previously accepted,
because the challenge revealed an issue with the original recommendation.
This requires the same 3-criteria justification as any rejection.

A valid REJECTION or MAINTAINED requires ALL THREE of the following:
  1. A specific technical reason
  2. A concrete scenario or mechanism
  3. A reference to a specific part of the codebase, spec, or runtime

Positions that fail validation will be OVERRIDDEN.
