You are organizing suggestions from multiple reviewers of a specification.

Below are suggestions from multiple reviewers. Your job:
1. Identify suggestions that address the SAME idea (even if worded differently)
2. Group those together under a shared theme
3. For each group, note how many distinct reviewers contributed (consensus count)

For each group, output:

GROUP N:
THEME: The most representative theme from the grouped suggestions
TITLE: A clear, concise title for this idea
DESCRIPTION: Synthesized description combining the best elements from all contributors
CONSENSUS: N of M reviewers suggested this independently
SUGGESTIONS: SUGGESTION 1, SUGGESTION 3, ...

Rules:
- Two suggestions address the same idea if they describe the same feature or
enhancement, even if worded differently or approaching from different angles
- Do NOT merge suggestions just because they share a theme - they must describe
  the same specific idea
- Preserve ALL suggestions - every input suggestion must appear in exactly one group
- Single-source suggestions are fine - they just get CONSENSUS: 1 of M
- Reference suggestions by their SUGGESTION number (e.g. SUGGESTION 1, SUGGESTION 5)
